Allow drag and drop in the new JIRA issue view without any editor on

      Problem Definition

      In the old JIRA issue view a user can drag and drop attachments to the JIRA issue with enabling the editor or the media picker.

      In the new JIRA issue view, the drag and drop is only allowed when an editor is on or the media picker is enabled.

      Suggested Solution

      Allow drag and drop in the new JIRA issue view without any editor on
