Allow to update existing issues in the non-admin CSV importer

      Problem Definition

      Non-admin csv importer : https://<site>.atlassian.net/secure/BulkCreateSetupPage!default.jspa?externalSystem=com.atlassian.jira.plugins.jim-plugin:bulkCreateCsv

      At the moment, the non-admin CSV importer is not able to update existing issues via the issuekey column.

      Why this is important

      Non-admin users cannot import data into existing issues via the CSV importer.

      Workaround

      Admin users can perform the update via the admin csv importer.

            I agree with Luk and the other comments.  "Please let admin decide who can access CSV importer." But then again, like always I bet there's a third party tool we can buy to do basic project management tasks.

            This function should be available to Project Admins. It makes no sense to allow importing but not updating.

            Hi. That is insane! such a key and basic functionality. Please let admin decide who can access CSV importer.

            Limiting the update of issues only to the global admin user group moves all the affort to a little group of people.

            In a company with ~500+ Jira Users and several projects which are planned in other tools, this means the admins do some "support" which shouldn't be necessary. Please reconsider this. 

            We used the External System Import a lot in the past. By doing this as an admin it was quite easy to handle the occured errors. For a non-admin user it may also be the same. And in the worst case individual issues are just not imported, in the same way the External System Import works.

            It seems incredibly outdated to limit update functionality via CSV to a small group of high level admins (especially in larger companies) when so many product owners and tech leads are searching for tools they require to be more autonomous. The ability to make updates in this manner would greatly improve the user/customer experience and I'd love to see this reopened allowing us to vote, I feel the amount of users wanting the functionality is high and most are not as willing to comment on a closed item.

            As a user I would also need the update possibility of issues because I do not have access to the admin csv importer

            For a user especially the update function would be helpful or another integration with other data sources. In may case i need to import ever week an update.
