As an user, I'd like to change the format of my email notifications (plain text or HTML)

Problem Definition

At this moment, only admins can change the default outgoing mail format (either "plain text" or "HTML") and this setting is done globally for "regular", non-admin users.

Suggested Solution

Users should have the ability to change the outgoing mail format individually by accessing their profile.

Why this is important

To enhance the user experience.

Workaround 

There is none.
