Create issue field option

According to the documentation, you can create an issue field option with the API:

POST /rest/api/2/field/{fieldKey}/option

However, this API is exclusive for custom fields created by add-ons, it does not work for custom fields created in JIRA.

There's a comment by Dave Meyer (who was the product manager involved in creating that feature) here. He said:

There is no public API for managing the options of a regular custom field, only for Issue Fields defined by apps that have been installed in the site. Apologies for the confusion.

Please update the documentation to make it clear that this API only works for add-ons.
