The non admin CSV importer doesn't import/map Reporter.

      Summary

      When using the CSV importer from the issue navigator, the value mapping for Reporter is not respected.

      Steps to Reproduce

      1. Navigate to Issues » Import Issues from CSV;
      2. Upload the CSV file and config files;
      3. Follow the import wizard.
      4. Map the reporter field

      Expected Results

      Reporter is mapped and imported correctly

      Actual Results

      Reporter is not imported. The one who performs the CSV import will be the reporter
