Summary

In the new JIRA User Interface, some elements will not show up if your screen isn't enlarged sufficiently. For example, the Create Project button will not be displayed inside the Projects page context. The behavior can be seen when shrinking the browser screen little by little until the button will vanish.

This can lead to confusion in case a user has the habit to access JIRA using a smaller browser screen. Some users can think that they can't create new projects, even with the necessary permissions already in place.

Steps to Reproduce

• Access JIRA
• Click on the Projects link available in the left menu:

• Start shrinking the browser window little by little until the button will disappear:

Expected Results

The should move and be resized dynamically when the screen is resized.

Actual Results

The button will disappear at some point after starting to shrink the browser screen.
