Page size is not being applied after changing the preferences.

Environment

Steps to Reproduce

go to the System > Default user preferences
change the value of "Number of issues displayed per issue navigator page" e.g: 100 issues per page
See "all issues"

Expected Results
The page should display 100 issues per page

Actual Results
The page shows other values, 50 issues per page for example
