Currently, the process to send a workflow from one instance to another is to use the Cloud-to-cloud migration tool
- Create a new company-managed project
- Associate any existing workflow you wish to export with this new project
- Migrate the project to the destination by using this document. Copy Jira data

This is quite overwhelming.
Suggestion
Allow users to (single file or bulk) export and import workflow files into a Cloud site without the need for a migration.
