Support user import from Crowd

      Problem Definition

      Currently Jira Cloud only imports users from JIRA Internal Directory. So it's unable to import users managed at Crowd Server.

      Suggested Solution

      Support import feature from Crowd Server for users and groups.

      Workaround

      1. Migrate users from Crowd to JIRA Internal Directory
      2. Take a site backup on Jira Server
      3. Restore the backup data on Jira Cloud
