Allow issue-creation in a new windows/tab in the new UI

Problem Definition

Allow issue-creation in a new windows/tab in the new UI. "Create new issue " was before (old UI) able to open in a new window. 

Suggested Solution

Add a "right-click > open in a new tab" and a "Command + Click (MAC)" and a "Ctrl + Click (PC)" as an option for creating issue dialogue in a dedicated tab rather than popup dialogue

Workaround

You can access the create issue dialogue by manually entering https://<basr_url>.atlassian.net/secure/CreateIssue!default.jspa

NOTE on the workaround:

There is a limitation to this workaround where the "Paste image from clipboard" option (Command+V MAC or Ctrl+V PC) will not work from this screen you will need to drag and drop an image into the screen to add an image to the description field, noting this will only work if the attachment field is also added to the create issue screen.
