Blocker Issue condition on workflow's transition

    Description

      Customer wants to be able to add a workflow condition that blocks an issue to be transitioned if it has linked blocker issues that are not on "Closed" status. Similar to "Sub-Task Blocking Condition" condition on the workflow transitions.
