CSV or External System Import automatically creates "Developers" project role

Expected Behavior

Use current project roles or warn administrators about the creation of new roles.

Actual Behavior

When a CSV import defines a new project or you create a new project during an import from an external system (Github, for example), the "Developers" project role is re-created when it had been renamed or deleted earlier on. The administrator is not informed of so by any means.

Steps to Reproduce

1. Rename or delete a default project role;
2. Import a CSV file that defines a new project (could contain just the project name, key and an issue summary); or create a new project when importing from an external system;
3. Notice the default roles are re-created;

Workaround

At this point, there's no workaround nor fix available for this.

Additional Notes

You can confirm the creation date of the project role through the SQL query on the projectrole table.
