Problem definition:
JIRA does not allow to reorder the system fields and custom fields on the View Screen.

Suggested Solution:
Allow users to reorder the fields according to the order they want to view it.

Why is this important:
When working with a lot of fields it makes hard to view/find the fields.

Workaround:
To use the default field rearrangement.
