Summary
In the Filters list, Inactive users (owners of the filter) will not have the label "(Inactive)" next to their name. Only when you delete the user (filter owner) from the system, the label "[X]" will appear next to the filter owner's name.

Steps to Reproduce
- Go to Settings -> System -> Shared filters, Or Issues > Manage filters
- Find a filter owned by an inactive user
Expected Results
User's name should have the "(inactive)" label
Actual Results
The inactive user's name does not have the "(inactive)" label
