Default filter permission upon creation to 'Any logged-in users' instead of private

Problem Definition

By default, once you create a filter, the filter is automatically set to private. It would be better if the filter is automatically set to 'Any logged-in users'.

Setting default filter permission to 'Any logged-in users' upon filter's creation.

Why this is important

This helps once you need to create dashboards quickly and having to edit the filters permissions is more time-consuming.
