Summary

The details tab of owned filters is not loading.

Environment

• JIRA 1001.0.0-SNAPSHOT

Steps to Reproduce

1. Go to a filter you own or create a new one.
2. Notice that the details button is missing.

Expected Results

• The details button would be rendered

Actual Results

• The details button is not rendered

Workaround

1. Append this to the URL placing the id filter you want to edit/secure/EditFilter!default.jspa?filterId=
2. Browse Issues > Manage Filters > My click on more button (...) and select Edit
