When attempting to access more than 1000+ results in List view, the issue navigator will be frozen

      Summary

      When using a JQL that returns more than 1000 issues, attempting to navigate to pages until it displays 1001+ will result in the issue navigator freezing.

      Steps to Reproduce

      1. Make sure that the JIRA instance has more than 1000 issues.
      2. Go to the issue navigator and run a JQL that returns more than 1000 issues.
      3. Navigate the pages until it will display issues 1001-xxxx of xxxx where xxxx is the total number of issues in the projects

      Expected Results:

      Since the limit for a search is 1000 issues, the JQL should immediately return a warning /error message and instruct the user to refine the search criteria displaying up to 1000 issues. The message should be bold with the directions to "refine search criteria". Expect the message to display the total issues number for that executed search criteria.

      Actual Results:

      The issue navigator will return more than 1000 issues and display a count of all returned issues. Ex. 1–100 of 4029. This misleads the user to think they can page beyond 1000 issues to view all of them. And the "refine search criteria" message is faint and displayed at the very end of the 1000 issues frustrating the user because it is displayed after paging through the results and difficult to see.

      Notes:

      Warning /error message should display immediately at the beginning of search results when the issue navigator returns more than 1000 issues.
