Allow the Filter To Be Shared With Single Users

Summary

User wants the ability to share filters to single user, this can be helpful especially when considering external users being added to the instance and having customized dashboards specifically to them for business purposes. This can also extend to other needs

Expected Results

To be able to share filter with a single user.

Actual Results

The option to share with a single user is not available.

Workaround

At the current state, the user will have to add the user into a group and add that group via the share filter. This would then lead to multiple groups being created, leading to a very unclean management and usage of groups in the instance.
