Attachments: "An internal error has occurred." is thrown when trying to attach file in a new browser tab

      Summary

      When someone edits a Jira issue in a new tab, they are no longer able to upload files. Uploading files without opening a new tab will work as expected.

      Steps to Reproduce

      1. Navigate to a Jira issue
      2. Right-click the "Edit" button and select, "Open Link in New Tab"(or similar)
      3. Try to attach a file by dragging and dropping or via a file browser

      Expected Results

      • File uploaded to issue edit screen

      Actual Results

      • "An internal error has occurred. Please contact your administrator."
      • Jira application logs show 400 error when trying to upload a file via a new tab:
        400	26827	0.024	POST	/rest/internal/2/AttachTemporaryFile?filename=TEST_FILE.jpg&size=24288&atl_token=....
        
      • Jira SRE has tested this issue
