Jira does not have a Notification Panel or any other means to inform about notifications without accessing a mailbox.

Why this is important

Currently, you can only be aware of Jira notifications checking your email, or switching to Confluence, if available.
Having a feature to keep track of the notifications without relying on emails can be very useful for some customers.
