Custom field value set on workflow transition screen is not searchable

When:

When a custom field is populated on a workflow transition screen, its value is not searchable using JQL. This does not include the issue creation screen. Querying for <Custom Field> is not empty will return the issue, but querying for the value itself won't.

How to replicate:

1. Create a custom field
2. Add it to a screen
3. Associate this screen with a workflow transition
4. Create an issue without populating this field
5. Transition issue (populate the field)
6. Query for the field value

Expected Results:

• Issue will be returned

Actual Results:

No issues were found to match your search
Try modifying your search criteria or creating a new issue

Issue Info:

• When querying for this field on the database, it is possible to see that it is properly populated
  

Workaround:

• Editing custom field value manually makes it searchable once again
• Setting custom field on issue creation screen (if applicable) also works.
