Summary

JIRA notifications/filters subscriptions are delayed.

Environment

• JIRA v1001.0.0-SNAPSHOT

Steps to Reproduce

1. Open an issue, perform an action that should trigger a notification
2. The user who should be notified will receive the message hours later

or

1. Search issues > make filter with JQL > save the filter
2. Subscribe to it > every 15 minutes

Expected Results

Notification is sent right after the update

or

The user that subscribed should receive a notification every 15 minutes.

Actual Results

There's a delay on notification

or

There's a delay on the subscription email
