Provide ability to query changes to story points

I'd like to build a filter to find all stories whose story points have changed within a certain period.  

Either from nothing to something, or from one value to another.

We often will put in stories that we use as 'placeholders', at the step where you create an epic perhaps, and have 3 or 4 high level stories reflecting the work, that get roughly sized.  After the work is researched and we have a plan for how to address it, we further break down the stories, size those, and re-size the originals.  I'd like to be able to query these so the PO can assess the recent changes for priority or removal from release.

To my knowledge, I cannot do this from the Cloud, even with a plugin or addon?
