I am in a team of two that manages hundreds of filters, yet any given filter can only be managed by one of us. This is phenomenally inefficient. We need all designated users to be able to manage these filters; that means both of us, plus designated frontline users of each filter.

Ideally both multiple users AND groups could be assigned as owners of a filter. If we had to choose between multiple users OR groups we would prefer multiple users as that allows us to achieve instant granularity on a case-by-case basis without have to create a group each time. 

Please give this request serious consideration. It is essential to allow efficient management of JIRA at scale.
