Workflow property jira.permission.work

Summary

Workflow steps with the property to disable Log Work for users in the designated steps are presenting inconsistent behavior.

Environment

Cloud (check ticket label)

Steps to Reproduce

1. Create a new project (Software)
2. Create a new workflow for the Story issue type
3. Put in all workflow steps the following property:

   jira.permission.work = denied
   

Expected Results

In the steps where the property is applied, the user should not be able to log work.

Actual Results

The user can log work, even if the property is there.
The following appear in the logs:

Error parsing meta attribute <meta name='jira.permission.work'>denied</meta>. Name format is 'jira.permission.[subtasks].<permission>.[group|user|assignee|...]'
