JIRA notifications are delayed

Steps to Reproduce
- Open an issue, perform an action that should trigger a notification
- The user who should be notified will receive the message hours later
Expected Results
Notification is sent right after the update
Actual Results
There's a delay on notification. JIRA logs will show entries for the notification a few hours after the change.
