Mail notification about issue update doesn't respect destination user timezone settings

      I've just got notification about change in JDOG:

      Change By: 	Filip Rogaczewski (26/Feb/13 10:02 PM)
Assignee: 	-Filip Rogaczewski- Aleksander Mierzwicki

      When I visit the issue page I see the correct update date:

      Updated:	Today 12:02 PM

      It looks like the server timezone or the timezone of user that triggered the change was used instead of user who got notification (both the server timezone and Filip's timezone is set to Sydney time).
