Steps to replicate:

1. Create a new issue collector
2. Copy the HTML snippet that looks something like:

3. Paste that into an HTML document
4. View that page

Result:

The issue collector will not load.

Workaround:

Alter the above snippet to remove 'locale=en-US?' and paste the entry into an HTML page. It will then load.
