New JIRA OnDemand instances refer to non-existant gadget on system dashboard

      After spinning up a brand new instance of JIRA OnDemand a gadget is added to the system dashboard that doesn't seem to exist. The following error is shown:

      Error loading gadget from rest/gadgets/1.0/g/com.atlassian.studio.theme.jira:admin-gadget/com/atlassian/studio/jira/gadgets/admin-gadget.xml: org.apache.shindig.gadgets.GadgetException: Unable to retrieve gadget xml. HTTP error 404
