Browser: Chrome 29

Bug: The issue collector popup window in the custom theme is displaying the 'description' text area incorrectly, it is 10px in height (see screenshot 1). It can be dragged into a larger text area but any text that is already in the box will be hidden.

From examining the text area in dev tools it appears that batch.css is setting the textarea to 10px in height (see screenshot 2).
