Timezone database in JDK in OnDemand out of date

    Description

      Timezone data on OnDemand instances is out of date. In particular it contains incorrect data for Europe/Moscow timezone. This does not manifest in code that uses joda time as this library maintains its own database and currently is up to date. The problem can be observed when Java's standard library is used.
