Issuecollector: Submit button disappears under IE

      The submit and cancel buttons for the IssueCollector are not visible in IE 9 after last weekend update of the OnDemand version.
      Works on firefox and chrome.
      a fix is urgent for us, as company internally our customer only uses IE.
