Interface defined in file with the wrong name

The interface StatsSearchUrlBuilder is defined in a file confusingly named

jira/subprojects//jira-gadgets-plugin/src/main/java/com/atlassian/jira/gadgets/system/StatsSearchHeadingBuilder.java

Also the class DefaultStatsSearchUrlBuilder could usefully be declared public to allow other gadget creators to use it outside the package
