Valid services are deleted after a Studio Import

After using the Studio importer, many services are missing until the instance is restarted (at which point they are recreated by lifecycle tasks).

The problem appears to be in com.atlassian.studio.jira.importer.impl.service.ServiceMaintainerImpl: it is designed to strip out unwanted services that may be pulled in by an import.

This is achieved by removing any services present after an import that aren't in a hardcoded whitelist. It is invoked as part of the postImportStudify() step.

However, it looks like the whitelist is out of date. This impacts JIRA Enterprise hosted to OnDemand migrations. Details here: https://sdog.jira.com/browse/JSTDEV-1968
