Plugin Scheduler Jobs are not registered

After upgrading to 6.3-OD-1 with a restart, scheduled jobs registered from plugins are no longer registered successfully.

The System/Services page used to show a lot of scheduled services. But it only shows 2 or 3 now, e.g., "Comments from emails", "Backup Service", "Mail Queue Service".

It does not affect 6.2.1
