User Picker "Email address" field returns 0 results regardless of what's entered

      Steps to reproduce

      1. Visit the User Picker (/secure/popups/UserPickerBrowser.jspa).
      2. Search for any part of an email address of a user that exists.

      There's zero results returned. Searching on username works fine, it's just the email address that doesn't.
