**Summary**

Users that are unlicensed, with no permissions, no groups associated and no application access are still suggested by JIRA.

**Expected Behavior**

• Users that have been unlicensed cannot be assigned to issues especially since user does not have assignable permission
• Users should not be suggested by JIRA

**Steps to reproduce**

1. Create user with JIRA application access
2. Remove user's application access
3. Assign issue to user without application access
4. Mention user without application access in comment
5. Change reporter of issue to user without application access
6. Add user without application access as watcher to an issue
