**Summary**
Users that are unlicensed, with no permissions, no groups associated and no application access are still suggested by JIRA.
**Expected Behavior**
- Users that have been unlicensed cannot be assigned to issues especially since user does not have assignable permission
- Users should not be suggested by JIRA
**Steps to reproduce**
- Create user with JIRA application access
- Remove user's application access
- Assign issue to user without application access
- Mention user without application access in comment
- Change reporter of issue to user without application access
- Add user without application access as watcher to an issue
