Time setting for subscribed filter ingores time-zone setting for user

    Description

      JIRA sends subscribed filter results using server time, not user time.

      My time zone is GMT+2, server zone is GMT-5.
      I configured weekly subscription - on Mon, at 10:00am, see screenshot.
      But I recieve subscription on Mondays at 5:00pm, 7 hours difference between GMT+2 & GMT-5.
