I'm trying to create a new issue collector on JAC for HipChat feedback, but I can't for two reasons:

1. The dropdown when I go to select an issue type in the "Add issue collector" page only shows project IDs

I dug through the code to find the project ID, so I then ran into:

2. The dropdown list only shows a certain number of projects and issue types (not all projects in the System).

I suppose there's a bigger question here of why does it even show issue types from other projects??

Steps to reproduce:

• Go to JAC
• Go to a project where you're a project admin
• Create an issue collector
• Click on the "issue types dropdown"
• BUG: You'll see the two bugs described above
