Thanks to the fix for JRA-42420, I'm now able to successfully csv import the Original Estimate field for issues in my OnDemand project. Unfortunately if the Original Estimate is less than 3600 (1h) in the csv file, the field isn't imported. I've attached sample csv and configuration files that exhibit this bug along with screenshots that show the missing Original Estimate.
