Opening an issue with multiple details should default the screen to the top of the issue view screen

Current Behaviour

If an issue has multiple details on it (Issue Links, Attachments). Opening the issue through email or through search will default the screen to the bottom of the issue view screen.

If an issue has minimal details on it (Issue Links, Attachments). Opening the issue through email or through search will default the screen to the top of the issue view screen.
