Description
If the user creating the project doesn't have all required permissions, and in this particular case of creating a project with an Agile board it includes the permission to "Create Shared Objects", the screen that appears to create the project hangs out and do not complete the task of creating the project.

Steps to reproduce

1. Create a user that doesn't have the "Create Shared Objects" Global Permission but has administrator permission.
2. Try creating a project on JIRA of type "Agile Software Development - ******".
3. Fill in the required information and click Submit.

Expected Behaviour
The project should not be created and JIRA would show a warning message stating the inability of the user to create an Agile board.

Actual result
The screen keeps spinning and the operation never completes.
The project is created but the board not.
No warning message or anything else is shown on the screen.
