When Using the JQL:

comment !~ "Text"

If an issues has more than one (>1) comment the "DOES NOT CONTAIN: !~" JQL is ignored an results that contain the "Text" show up in search result

Steps to Reproduce

1. Add a single comment to an issue
2. use the "DOES NOT CONTAIN: !~" JQL to search for something in the comment
3. The result is excluded
4. Add a second comment to the issue
5. re-run the same JQL

Expected Results

Result Remains Excluded for result set

Actual Results

The Issue is returned in the result set
