Steps to reproduce
- As an admin, create an issue security level with "Group (Anyone)".
- As an admin, remember to grant Browse Project permission to "Group (Anyone)", too.
- As an authenticated user (or admin), create an issue with issue security level created in step 1.
- As an anonymous user, search for the issue created in step 3. Note that as an anonymous user I can still visit directly to the ticket given the URL.
Expected Results:
- As an anonymous user, I am be able to search for the issue via issue navigator.
Actual Results:
- As an anonymous user, I am not able to search for the issue via issue navigator.
Workaround:
As the original intention is to make the issues anonymously viewable, remove the issue security level from those issues. Any other issues can still be given an issue security level to restrict from public viewing.
