JQL "was in membersOf" is not working

Summary

The JQL was in membersOf("") is not working when used like the following:

reporter was in (membersOf("jira-users"))
assignee was in (membersOf("jira-developers"))

Steps to Reproduce

1. Created a new instance and created some issues raised by users that is a member of jira-users group
2. Deactivated one user that is a member of jira-users group
3. Used the JQL in Issue Navigator

   reporter was in (membersOf("jira-users"))
   

4. The JQL won't work with an error A value provided by the function 'membersOf' is invalid for the field 'reporter'.

Expected Results

was in membersOf("") should work when it's used in Issue Navigator

Actual Results

1. If there is a Deactivated user in the mentioned group (jira-users) the JQL won't work
2. When you remove Deactivated user from the jira-users group the JQL will work
