Steps to Reproduce:
1)Log into JIRA
2)Click on Cog Icon > System
3)On the left menu choose Global Permissions
4)Click on Permission Schemes under the Global Permissions section in the beggining of the page
5)Click on Default EPrmission Scheme under Name column
6)Click on Grant Permission (first option at the beggining of the page)
7)On Permissions box select Browse Projects
8)Select Group bullet field and in the DropDown menu besides it leave Anyone option selected
9)Click Add button at the bottom of the page
10)Now that we set JIRA projects as public for browsing, please log out.
11)Try to access the JIRA page using browser in your PC
12)Now try to access same URL using your mobile phone

Expected Results:
Using mobile phone, browser, tablets or other devices default Dashboard must show

Actual Results:
When browsing using a mobile phone we are redirected to the login page not being able to browse it anonymously

Workaround:
There is no workaround. It's not possible to access projects anonymously through mobile phone
