Summary Unable to Add Watchers if accessing Issue directly

Steps to Reproduce

Step 1: Login to an instance with JIRA Cloud
Step 2: Access an Issue that's not Reported by you directly from Home screen

• (Issues -> Recent Issues from outside of the Issue screen)
• (Search for an issue directly)
• (Click on a link directly to an issue)

Step 3: Click on Watchers and Observe

Expected Results

The Add Watchers bar present

Actual Results

The Add Watchers bar is missing

I went ahead and included a video of the bug and the various reproduction options.

Workaround

Access the Issue directly, then click on the same issue under the Issues -> Recent Issues dropdown
