Summary

A webhook isn't sent when you have it filtered with a JQL "status Changed TO <some status>"

Environment

JIRA Cloud version 1000.526.2

Steps to Reproduce

1. Create a webhook
2. On the 'Issue Related Events' filter it with the JQL "status changed TO <some status>" (on my testing I was changing it form "To Do" to "In Progress")
3. Check the 'Issue updated' event
4. Go to an issue and transition it to the status set in the JQL above

Expected Results

JIRA would fire a webhook to the informed URL (this could also be verified on the JIRA log by adding the "com.atlassian.webhooks" class as debug)

Actual Results

No webhook is fired when the issue is transitioned
