Summary

When changing the date time format in Look and Feel to include the timezone, the Issue View shows incorrect timezone format.

Steps to reproduce

1. Navigate to Look and Feel
2. Change the Complete Date/Time Format appending a z at the end (e.g: dd/MMM/yy h:mm a z)

Expected Result

The Created and Updated time/date format should be displayed as 27/Feb/16 9:29 AM MYT in both Issue View Screen and Issue Navigator view

Actual Result

The date/time format is not rendered properly in Issue View Screen:

But it is displaying fine when viewing from the Issue Navigator
