"Switch Filters" menu links don't work and pop-up menu stops popping

When viewing issues in a JIRA project with the default filters, the "Switch Filters" menu does not function properly. The filter links don't work, and the menu pop-up fails to appear.

Using Google Chrome:

1. Go to a project page in JIRA
2. Click "Issues" on left nav bar
3. "Open Issues" is the default filter view
4. Click "Switch Filters" drop down menu and select a new filter (e.g. "Reported By Me")
5. Issue 1: Filter does not change to Reported By Me, it changes to All Issues.
6. Issue 2: Clicking "Switch Filters" drop down menu fails to appear.
